Research project: From Erosion to Restoration and Consolidation of Democracy in Ukraine during and after the War: Institutional, Political, Electoral and Eurointegration Dimensions

This project investigates the prospects for restoring and consolidating democracy in Ukraine during and after the ongoing war, focusing on necessary political, institutional, electoral, and Eurointegration reforms. Despite three decades of attempted democratization since independence, Ukraine’s political transition remains incomplete, marked by institutional instability, hybrid regime characteristics, and fluctuating democratic performance. Russia’s full-scale invasion has further exacerbated these challenges by centralizing power in the presidency and suspending democratic processes under martial law. As Ukraine pursues EU accession, restoring democratic governance is both urgent and essential. The project draws on the experiences of Central and Eastern European countries that successfully democratized and integrated into the European Union. It claims that Ukraine should pursue parliamentarization of its political system and implement a proportional open-list electoral system to align more closely with European democratic standards. Through comparative analysis and theoretical grounding, the project will assess the relations between system of government, electoral rules, and democratic consolidation. Ultimately, the research aims to provide empirically grounded, policy-relevant recommendations for Ukraine’s post-war democratic development and European integration. It will result in research for publication and dissemination, contributing both to academic debates on democratization and to the formulation of institutional reforms supporting Ukraine’s long-term democratic resilience.
