The objective of this research is to provide an analysis of donor strategies in the development of civil society in the Western Balkans. International donors have played a key role in the emergence and development of civil society organizations (CSOs) in the region over the last two decades. While there is an abundant literature looking at the role and nature of civil society in the Western Balkans, there has been very little research on the actual motives and practices of donor support for CSOs. This research thus seeks to fill a gap in the literature by exploring donor thinking, strategies and practices in civil society development in the region.
